WP3 - Efficient Legal and Institutional Framework

WP3 aims to optimise the legislative and institutional framework for the energy efficient refurbishment of residential buildings in the BSR. This will be done by developing strategies to deal with problems that occur, when implementing renovation measures in buildings, where the flats have been privatised to the sitting tenants (= common property of various individual owners).

Furthermore, recommendations regarding the institutional framework will be developed, e.g. for the management and administration of the building stock.
